ICE ODLS Detention Coverage
The ICE Online Detainee Locator System, often shortened to ODLS, is the official immigration-detention search in the research. ICE says it can locate a person currently in ICE custody or in CBP custody for more than 48 hours. That scope makes it useful when a Clarke County jail event may have been followed by immigration custody.
ODLS does not publish a full history of every immigration arrest, transfer, release, or proceeding. No match can have several meanings: the identity details may be wrong, the person may be outside current coverage, the data may not yet be available, or the person may no longer be in the custody ODLS displays. The result must be read narrowly.
Search ICE ODLS Records
USA.gov and ICE describe two main identity routes. One uses an A-number with country of birth. The other uses the person's name, country of birth, and date of birth. An A-number is the immigration file number, and the research says it may contain eight or nine digits for this search purpose.
- Open ICE ODLS and choose the A-number or biographical search route.
- For an A-number search, enter the eight- or nine-digit number and country of birth.
- For a name search, enter the person's name, country of birth, and date of birth.
- Check spelling, name order, and birth details before concluding that no record exists.
- Review the match for current detention information and the responsible custody context.
- Use the sheriff release record to confirm the end of Clarke County custody.
- Use the appropriate immigration or court source for facts ODLS does not display.
The Clarke County released inmate search helps separate county jail, state prison, federal, and immigration systems before a lookup begins.
Note: Name searches are strongest when every required birth detail is known and the spelling matches the person's official identity record.
ICE Detainee Search Fields
ODLS asks for identity facts that differ from the sheriff and GDC searches. The field set reflects immigration detention rather than a county booking. Use the route with the best confirmed information, and never substitute a Clarke County prisoner number or GDC ID for an A-number.
| Search item | Purpose |
|---|---|
| A-number | Matches the immigration file number when the eight- or nine-digit number is known. |
| Country of birth | Required with the A-number route and used to narrow identity. |
| Name | Starts the biographical route; spelling and order should match official details. |
| Date of birth | Distinguishes people with similar names in the biographical search. |
| Current detention result | Reports covered ICE or qualifying CBP custody, not a full release history. |
If the search fails, recheck every required field. Do not use repeated broad guesses to create an identity match. A local booking record, court file, or known immigration document can supply the exact spelling and identifiers needed for a careful search.
ICE Detainee Locator Agency
The research does not identify an ICE detention facility, local ICE release desk, street address, or phone number in Clarke County. The agency card therefore uses the official nationwide locator and federal explanatory sources. Adding an unsupported local contact would make the page less accurate.

ICE locator fact sheet
The USA.gov ICE detainee locator page also summarizes the A-number and biographical routes. Use the agency holding the record for current detention information. Clarke County offices control only their own jail, court, and release records.
ICE Transfers After Clarke County Jail
Immigration custody matters locally when a Clarke County jail exit is not a return to the community. Sheriff John Q. Williams's current inmate page is a sheriff-custody display. If a name disappears, the person may have been released, transferred, moved on another hold, or affected by data timing. ODLS should be checked when records give a real reason to suspect immigration custody.
The Clarke County current inmate list does not identify every later destination. The seven-day arrest page can preserve a recent booking, but it is not an ICE transfer list. VINE may report a local custody change without providing the whole immigration case.
Request the sheriff's booking and release record when the local event must be documented. Ask for the release date, time, type, holds, transfers, and destination if recorded. Then read any ODLS match as the separate federal detention status.
Clarke County ICE System Boundaries
Each custody system answers a different question. Clarke County Jail covers local sheriff custody. GDC covers Georgia state offenders. BOP covers federal criminal imprisonment. ICE ODLS covers current immigration detention within its stated scope. A person can move from one system to another, so records may form a sequence rather than a conflict.
| Question | Correct source | Limit |
|---|---|---|
| Is the person displayed in Clarke County Jail? | Sheriff current inmate list | Does not show all later custody |
| Was the person released or transferred locally? | Sheriff release record | Does not replace the receiving agency record |
| Is the person a Georgia state offender? | GDC Find an Offender | Does not search ICE detention |
| Is the person in federal prison? | BOP Inmate Locator | Does not search ICE or county jail |
| Is the person in covered immigration detention? | ICE ODLS | Not a complete release archive |
A BOP question can be checked through the Federal Bureau of Prisons release search. That sibling route should be used only for federal prison custody, not ICE detention.
When ICE ODLS Shows No Match
A blank result is not a release certificate. First confirm that the person is likely within ICE or qualifying CBP custody. Then verify the A-number, country of birth, name spelling, and date of birth. Search fields from a county booking may not map to ICE, and a nickname may not match the identity record.
Next, return to the originating custody source. The Clarke County release record may show a transfer or hold. The court docket may show an order, case status, or other event. If federal criminal detention is possible instead, search BOP. The research found no single database that joins all those records.
ODLS is a current-detention tool, so it may not answer what happened weeks or years ago. For a past immigration release, use the responsible federal records or case process rather than treating the current locator as a historical archive.
- No match
- No covered result for the submitted fields at that time, not proof of release.
- Transfer
- Movement from one authority to another while custody may continue.
- Release
- The end of custody by a specific agency, which may not end all legal proceedings.
- Detainer or hold
- A custody-related request or basis that can affect where a person goes next.
Request Clarke County Transfer Records
Use the Athens-Clarke County Open Records Request page for the local half of the timeline. Sheriff jail records go to the sheriff's listed Open Records Officer. A narrow request should identify the person, date of birth if known, booking period, and Clarke County Jail.
Ask for the booking number, booking and release date and time, release reason or type, charges, holds, transfers, and destination if public and recorded. That request can show whether sheriff custody ended through community release or movement to another authority. It cannot compel ODLS to serve as a full immigration case file.
Georgia's Open Records Act controls the local request, not the federal immigration record. O.C.G.A. § 50-18-71 allows reasonable costs, gives the first 15 minutes without charge, and caps letter or legal-size paper copies at 10 cents per page. Federal records follow their own process.
Note: Build a custody timeline from the sheriff and receiving agency records rather than assigning one system's date to another agency.
ICE Detention and Release Meaning
“Not found in ODLS” and “released from ICE” are not the same statement. ODLS searches current covered detention. It may not display a person who has left custody, falls outside the stated scope, or cannot be matched with the submitted data. A past release needs an official record from the authority that handled it.
A Clarke County release is equally specific. It means sheriff custody ended for that booking. If ICE received the person, the local jail release became a transfer into another custody system rather than an unrestricted return to the community. The sheriff record and ICE record should be read in chronological order.
Court status is separate again. A local criminal disposition can explain why Clarke County custody ended, while an immigration proceeding may continue under federal authority. ODLS cannot replace either court file. Precise wording keeps each fact tied to its source.
